This painting illustrates the end of the Second Discourse, Section 10 on the Government of Servants and Slaves. It is not entirely clear how it relates to the surrounding text which talks about different classes of men and how they respond to being held in servitude. The painting shows a ruler listening to a group of men awaiting his judgement on a dispute. An archery contest takes place in the foreground.
